These little buggers are tiny, so work with the full sheet as far into their formation as possible. Note the double scored fold lines ---

Use a straightedge to set the creases; they're too close together to successfully get both creases right trying to fold the sheet by hand:

Sandwich the folded sheet across the edge of thin cardboard and let dry thoroughly:

Then cut the flanges out. Try not to let them fly across the room as the scissors snaps them free. Get them collared onto a debris free section of the cutting mat (or tabletop) so they don't get lost or swept into the trash accidentally if you're called away for a few moments.

Attaching the flanges will require a needlenose plier or tweezer; fingers are way too large for this step. (Tapered dowel needlenose as shown are a fantastically versatile tool for all kinds of paper formation and locating). Position the flange dead center between the root collars, aligned in the plane of propellor rotation:

When all the flanges are affixed you should have a hub looking like this:

The prop by now should closely resemble a real propeller undergoing maintenance, and not so much the paper model it really is ---
