theres a tool i found in the local dollar store that's just perfect for scoring. its a small poker used in bead making, that looks like an awl. it's just sharp enough to make a nice crease, but not so sharp it cuts the paper

bamboo skewers from $Tree work good too.
you can also use the edge of two steel rulers to make nice sharp folds
line the rulers up and place the card stock in between the rulers and align the fold line up with the edge of the ruler then use your desk to break the card stock over on the rulers.

The thing I have found works really great is a tracing wheel used to copy patterns onto cloth.
You can find one at Joe Ann Fabrics or probably any craft store.

I use a dead pen. They're free (wait until somebody at work tries to take an important message with one, then duck)
